9:30 a.m. CIVIC CENTER - Mayor Antonio Villaraigosa will urge the Los Angeles Unified School District superintendent and board to improve the Public School Choice application process. 1 p.m. CIVIC CENTER - The Los Angeles City Council's Energy and Environment Committee will meet. Agenda includes a City Controller audit of the DWP's finances, conducted while the utility was refusing to transfer $70 million to the city unless the council approved an electricity rate hike; and a proposed ordinance that would change the city's water rationing schedule. 3 p.m. LA CANADA FLINTRIDGE - Descanso Gardens will host two events.
