New issue brief on state prisoners in county jails
With many of our nation’s prisons at or over capacity, thousands of state prisoners are being held in county jails. Unfortunately, this poses a great financial burden on counties. This issue brief discusses some of the reasons for the high prison rates seen across the country. It also gives a state-by-state analysis showing which states’ county jails house state prisoners and what, if any, types of reimbursement are provided to the counties for housing these prisoners.
