On November 4, 2004, Californians took an unprecedented step: they recognized the mental health needs of the state’s residents by voting to pass Proposition 63 – Mental Health Services Act (MHSA). State and local county mental health leaders have been intensively planning and implementing new programs funded by the MHSA. These programs are expanding services and improving outcomes for those who face the challenges of mental illness. The first plan of the MHSA is Community Services and Supports (CSS). Under this plan, these programs are bringing services to underserved populations, new approaches to current systems, and providing “whatever it takes” to those most in need. These services are recovery-and-resiliency oriented; client-and-family driven. These programs teach self-help and empowerment strategies, and they develop effective linkages to essential services. A full spectrum of community services are provided under the CSS Plan that extend beyond mental health care that would include housing and other vocational supports.
