Nomination opens for March 8 City of Bell elections

NOMINATION PERIOD OPEN FOR MARCH 8, 2011

BELL MUNICIPAL AND SPECIAL RECALL ELECTIONS

Registrar-Recorder/County Clerk (RR/CC) Dean Logan announced that persons intending to run for office in the City of Bell General Municipal and Special Recall Elections on March 8, 2011, may begin filing nomination papers beginning on Monday, November 15, 2010.  Candidates may request and file nomination papers with the City of Bell City Clerk’s Office at 6330 Pine Avenue, Bell, CA 90201 between the hours of 8 a.m. and 4 p.m., Monday through Friday.  Voters are hereby noticed that the General Municipal Election and Special Recall Election have been consolidated and will appear on one ballot (Attachment).

About the General Municipal Election

The General Municipal Election, which will be conducted by the RR/CC, is being held for the purpose of electing three members to the City Council to serve four year terms.

About the Special Recall Election

The Special Recall Election was consolidated by the City Council to occur on the same day, March 8, 2011, as the General Municipal Election.  The Special Recall Election will submit to the voters of Bell the question of whether Councilmembers Oscar Hernandez, Teresa Jacobo, George Mirabel and former Councilmember Luis Artiga should be recalled.

 Because the terms for Councilmembers Hernandez and Mirabal will expire at the same time as the recall election, no vacancies will result in the event the recalls are successful.  The full terms will be filled in the General Municipal Election, regardless of the outcome of the recall.  Former Councilmember Luis Artiga resigned his office on October 4, 2010.

The vacancy for his unexpired term ending April 2013 will be filled, regardless of the outcome of the recall.  Should the recall of Councilmember Teresa Jacobo succeed, voters will also vote to fill a possible vacancy in her unexpired term, which ends in April 2013.

Prospective candidates should note that there are two different candidate filing deadlines in these consolidated elections.  For the General Municipal Election, the nomination period closes on Friday, December 10, 2010 at 4:00 p.m.  The nomination period for the Special Recall Election will close on Thursday, December 23, 2010 at 4:00 p.m. 

Information Forum for Prospective Candidates

On December 1, 2010 at 7:00 p.m., the RR/CC in conjuction with the Office of the City Clerk of the City of Bell will hold an informational forum for prospective candidates.  The forum will take place at Bell City Hall, 6330 Pine Avenue, Bell, CA 90201; more information to follow.
