Los Angeles County Section 8 Program Poised to

Achieve “High Performer” Status

The Housing Authority of the County of Los Angeles (HACoLA) has received its highest performance score to date under the U.S. Department of Housing and Urban Development’s (HUD) Section 8 Management Assessment Program (SEMAP). SEMAP annually measures the performance of Public Housing Authorities (PHAs) that administer the Housing Choice Voucher (HCV) Program using 14 key indicators. HACoLA earned 120 points out of a maximum score of 145 points for an above average score of 85% and a “Standard Rating” designation for Fiscal Year (FY) ending June 30, 2009.

The hard work of the management team and staff along with the policy/procedural improvements allowed HACoLA to achieve this rating while utilizing 100% of its voucher authority, completing annual reexaminations of program eligibility, completing annual inspections of subsidized units and calculating the family rent amounts in accordance with federal requirements.

Under the leadership of the new Executive Director, Sean Rogan, HACoLA is poised to earn “High Performer” status by the end of FY 2011, which will mark the first time in the Agency’s history it has earned such a designation.
