Media Invited to Observe Los Angeles County’s 2008
“Golden Guardian” Emergency Exercise

WHO: County of Los Angeles, Office of Emergency Management
WHAT: The County of Los Angeles and its emergency planners will conduct the Golden Guardian Earthquake Exercise on November 13 – 14, 2008. This functional emergency exercise, held in conjunction with the statewide exercise, will test the County’s level of emergency preparedness for a catastrophic earthquake event.
Emergency response representatives from lead County departments and other agencies will role-play their response to a catastrophic 7.8 magnitude earthquake along the southern portion of the San Andreas Fault.
WHY: This exercise will include participation from more than 80 cities, 30 county departments, 26 special districts, and a number of private sector and non-governmental organizations in Los Angeles County. It is the culmination of planning by these agencies over the past year. The earthquake event scenario is based on The Great Southern California ShakeOut Scenario developed by the U.S. Geological Survey (USGS) and its partners.
The County of Los Angeles is conducting this exercise as part of its annual emergency preparedness exercise program. This exercise will provide an opportunity for jurisdictions to see how they would respond if faced with a catastrophic earthquake event that affects Los Angeles County.

Synopsis: The exercise scenario calls for a possible failure of Morris Dam, located several miles above the City of Azusa. Synopsis: Field activities at the Public Safety Field will simulate the collapse of the glass rotunda at Horace Mann Elementary School. Synopsis: The Los Angeles Fire Department (LAFD) will conduct a large full-scale exercise to simulate the pancake collapse of Bishop Alemany High School. Response to the incident will focus on fire and rescue activities, including managing medical surge operations for 300 – 500 patients injured in the collapse. Estimated number(s) are approx. 2-300 minor, 150 delayed and 50 immediate patients. Holy Cross Medical Center is deploying its mobile hospital system, and will be conducting minor treatment on scene. Air Units will be deployed with trauma victims and LAFD is deploying 24 fire units and 16 ambulances and 2-3 helicopters. The National Guard is expected to provide 2-3 helicopters.
At Fire Station 88, search and rescue teams will be conducting response activities for a building collapse scenario using a simulated rubble pile. Firefighters will extract mock victims who will be trapped under pieces of a collapsed building following the earthquake. Fire Station 88 will also act as the Area Command Center for the City of Los Angeles during the Golden Guardian exercise.
