Gabrielino High School in San Gabriel and Chaminade Middle School in Chatsworth honored as the 2008 Champions in 31st Annual Los Angeles County Mock Trial Competition.

 

Report scheduled on status of state budget and proposal to defer/delay payments to the County, and recommended actions to prevent or mitigate such impacts.  (Item S-1, 1:30 p.m.) APPROVED MOTION BY RIDLEY-THOMAS AND ANTONOVICH TO EXPLORE FEASIBILITY OF ESTABLISHING A RESERVE TO ADDRESS CASH FLOW DELAYS THAT OCCUR WHEN THE COUNTY ENTERS INTO GRANTS WITH FUNDING AGENCIES THAT DO NOT REIMBURSE TIMELY, AND EXPLORE FEASIBILITY OF USING ELECTRONIC TRANSFERS TO EXPEDITE TRANSFERS OF FUNDS FROM STATE AND FEDERAL AGENCIES TO COUNTY; APPROVED AMENDMENT BY YAROSLAVSKY TO ESTABLISH AN INTER-DEPARTMENTAL TASK FORCE TO MANAGE FEDERAL STIMULUS FUNDS AND ENSURE THEY ARE SPENT TIMELY

 

$2.1 million proposal would complete rehabilitation project at senior center in the Florence-Firestone area, including addition of exercise room and lounge.   (Item 1-D) APPROVED

 

$2.3 million project would reduce exterior noise impact for 75 dwellings on 20 properties in Lennox that are in the LAX flight path.  (Item 2-D) APPROVED

 

Board asked to loan up to $2.5 million for 75-unit Calabasas senior housing project.  (Item 4-D) APPROVED

 

Proposal calls for adding three more members to Housing Commission, including a person who is either homeless or has been homeless.  (Item 1-H)APPROVED

 

$140,000 plan would complete funding for the $1.2 million Las Virgenes Creek restoration project in Calabasas, designed to restore native habitat, enhance water quality and construct educational gazebo for the community’s youth.  (Item 1-P) APPROVED

 

Board asked to approve revisions to the Marina del Rey land use plan.   (Item 10, 43) APPROVED

 

Approval sought to reallocate $2.5 million to remodel three areas at the LAC+USC Medical Center to better accommodate operations and programs.   (Item 14) APPROVED

 

$170,000 proposal would fund additional programs to assist emotionally disturbed and neurologically damaged wards of the court, upping total budget to $3 million. (Item 15) APPROVED

 

Project would survey more than 10,000 mothers who give birth in County in 2009 and 2011, and track maternal experiences that occur before/during/after pregnancy, at total cost of $2.3 million over five years, with First 5 LA contributing up to $999,968.  (Item 16) APPROVED

 

$200,000 grant would help fund treatment programs for previously incarcerated women addicted to methamphetamine who have been arrested for a second offense.  (Item 19) APPROVED

 

Acceptance of $1 million grant would expand programs at 10-20 libraries to provide information to families on health, early learning, parental involvement and access to supportive community services; and refurbish Carson Library meeting room.   (Item 22) APPROVED

 

$2.5 million replacement of water billing system would enhance customer service by providing online/credit credit payment options and online account maintenance.  (Item 27) APPROVED

 

Supervisors asked to approve $1.9 million plan for mass notification system to alert residents and businesses by phone/text/e-mail when emergencies or other incidents occur.  (Item 38) APPROVED

 

$475,000 settlement proposed for lawsuit concerning allegations of excessive force and wrongful death by sheriff’s deputies. (Item 41, cont. from 2/3) APPROVED SETTLEMENT; MOLINA CONT. CORRECTIVE ACTION PLAN TO 2/24

 

Board asked to adopt the updated County Strategic Plan.  (Item 48) CHIEF EXECUTIVE OFFICE CONT. TO 2/24

 

Supervisor Michael D. Antonovich proposes that state require long-term health facilities to post federal ratings in visible, public locations to assist families in making informed decisions when deciding on residential care.  (Item 49-A) APPROVED

 

Actions recommended to strengthen clinical guidelines governing in vitro fertilization and fertility treatments to ensure the health of prospective mothers and babies are not endangered, and swift review of physician who was involved in recent birth of Whittier octuplets to see if he should be allowed to continue practicing medicine.  (Item 49-B) APPROVED

 

Status report asked to be prepared within two weeks on the Grand Avenue Project, including schedule, delays and extensions.  (Item 49-C)   APPROVED

 

Supervisor Zev Yaroslavsky asks assessment within four weeks of feasibility of expanding Project 50 to serve up to 500 vulnerable chronically homeless persons through June 30, 2010. (Motion introduced at meeting.)  APPROVED

 

Supervisor Don Knabe asks that informational video produced by the Assessor’s Office on scam by firms charging homeowners to file property assessment reduction forms be posted on YouTube.   (Motion introduced at meeting.)  APPROVED

 

Report asked on advisability of suspending increased tax assessments on property improvements in next three years as way to stimulate economy.  (Motion introduced at meeting.)  APPROVED

 

Supervisors meet in closed session to discuss lawsuit by Sheriff’s Department employee Angel Jaimes alleging employment discrimination.  (Item CS-3) COUNTY COUNSEL CONT.  2 WEEKS

 

Supervisors meet in closed session to discuss lawsuit filed by Charles R. Drew University of Medicine & Science alleging breach of a medical school affiliation agreement. (Item CS-4) COUNTY COUNSEL CONT. TO 2/24
