EDITORS BACKGROUND:
Roughly one year ago, Supervisor Zev Yaroslavsky won Board approval to initiate Project 50, a two-year joint demonstration project with the City of Los Angeles and the Los Angeles Homeless Services Authority (LAHSA). At that time, street outreach teams began their efforts to evaluate the downtown Skid Row street population using a “vulnerability index,” and develop plans to move the 50 most at-risk chronically homeless people into housing at Skid Row Housing Trust, with on-site social and health care services such as medical care, mental health treatment and substance-abuse programs. Common Ground, the NY-based social service and housing agency which helped create the Los Angeles model based on its New York City experience, members of the Project 50 Team and CEO's Office will be giving a presentation on the year long implementation effort, including highlights, insights, challenges, and the progress to date.
