GOVERNMENTIUM - just for laughs

Posted by: "Daniel Wiseman" dwisemanmd@yahoo.com   dwisemanmd

Tue Feb 24, 2009 10:26 am (PST)

The Heaviest Element Known to Science

Lawrence Liverworts Laboratories has discovered the heaviest element yet known to science.

The new element Governmentium (Gv), has one neutron, 25 assistant neutrons, 88 deputy neutrons, and 198 assistant deputy neutrons, giving it an atomic mass of 312.

These 312 articles are held together by forces called morons , which are surrounded by vast quantities of lepton-like particles called peons .

Since Governmentium has no electrons, it is inert; however, it can be detected, because it impedes every reaction with which it comes into contact.
A tiny amount of Governmentium can cause a reaction that would normally take less than a second, to take from 4 days to 4 years to complete.

Governmentium has a normal half-life of 2- 6 years. It does not decay, but instead undergoes a reorganization in which a portion of the assistant neutrons and deputy neutrons exchange places.

In fact, Governmentium's mass will actually increase over time, since each reorganization will cause more morons to become neutrons, forming isodopes .

This characteristic of moron promotion leads some scientists to believe that Governmentium is formed whenever morons reach a critical concentration. This hypothetical quantity is referred to as critical morass.

When catalysed with money, Governmentium becomes Administratium, an element that radiates just as much energy as Governmentium since it has half as many peons but twice as many morons .

** Los Angeles Times Interview: Mayoral Candidate David "Zuma Dogg"
Saltsburg<http://ladailyblog.blogspot.com/2009/02/los-angeles-times-interview-mayoral.html>

From Los Angeles
Times<http://www.latimes.com/news/local/la-me-questions-mayor-saltsburg11-2009feb11,0,3803579.story>
February 11, 2009

*With the March 3 primary election drawing near, The Times asked all
candidates for Los Angeles mayor to respond to questions about key issues
facing the nation's second-largest city. **Here are the responses from
candidate David "Zuma Dogg" Saltsburg:*

*1) What distinguishes you from the other candidates in the race? *

First of all, I consider my extensive training of Dr. W. Edwards Deming's
14-point management philosophy the single most important qualification that
distinguishes me from the other candidates.

I am a firm believer that until the city of Los Angeles embraces these 14
points (methods for management of quality and productivity) under the
leadership of the mayor's office, the city will continue to trip all over
itself and waste immeasurable amounts of money; just when we need to do more
with less.

My interpretation of Deming's 14 points was praised by Deming himself and
published internationally in Quality Digest. So the fact that I have an
actual 14-point plan (method) in which to operate the mayor's office
distinguishes me as a candidate. As opposed to just pointing out problems
with no method to achieve the goal of improvement.

Secondly, I am the only candidate who actually attends almost all of the
City Council meetings (including a six-month-plus stretch without missing a
single meeting), reviews each agenda, item by item; then speaks out "on the
record" before council on the shadiest items.

So I don't think there is any other candidate on the ballot, including the
incumbent, who is as on top of what is going on in the city on a day-to-day
operational basis than myself.

And while attending all of these council meetings and other community
meetings, I have met thousands of people (who see me on TV) who grab my ear
and tell me about what is most important to them in their community. What
issue is the city plaguing them with. These are truly heartbreaking stories
from the most diverse socioeconomic and demographic crowd on the planet. The
truest melting pot in the world is L.A. City Council chambers on any given
day.

So I have sure been "schooled" by nearly all factions of the community in
nearly all pockets of the city, from Marina del Rey to El Sereno. I am just
as recognized in Highland Park and Woodland Hills. I am certain there is no
other candidate who has spent more time in the streets and meeting rooms
throughout the city, being educated on the most important issues in the
city.

But the most important and unintended quality that I have taken on while
connecting with so many people across the city is the actual importance of
"compassion" in making decisions as mayor. It's easy to take an idealist,
"perfect world" stance on citywide issues as a candidate. But then you have
to deal with a real situation, with real people, in real time. And I
wouldn't be prepared to be mayor of this city without seeing and hearing
things from other people's perspective.

Everything I have ever spoken on or written about has been brought to me by
a member of the community either by e-mail, phone or in person. And it has
only been through this process of meeting thousands of people over the past
three years as I attend these meetings that I am now ready to represent the
voice and spirit of the community.

And they don't teach you how to run the mayor's office in an Ivy League
textbook. So luckily, I have studied Deming's management philosophy
extensively and have attended hundreds of council meetings and spoken with
thousands of people, so I probably know what is actually going on and what
to do about it more than any other candidate.

Date: Wednesday, February 11, 2009, 8:38 AM

On Thursday, February 5, 2008 the overdue and long-awaited INDUSTRIAL, ECONOMIC & ADMINISTRATIVE report, prepared by PA Consulting, was released by Laura Chick, L.A. Controller.

It was severely critical of LADWP, its administration, its policies, its accomplishments and its political methods.

Laura Chick said that the recently proposed L.A. Solar Plan "...STINKS....and (she) would not vote for Measure B."

Watch the KNBC video clip of the event:

We need to work (hard) to help DWP do better...
That means, ADVISE...ADVISE...ADVISE.

Nanosolar wins

This article, found for us by Chris Rowe, shows how fast solar technology is moving and how quick me must be to recognize better ways to take advantage of these advances.

DWP...are you aware of this?
are you including this in your SOLAR L.A. Plans?

I hope so.

The New Dawn of Solar

Imagine a solar panel without the panel. Just a coating, thin as a layer of paint, that takes light and converts it to electricity. From there, you can picture roof shingles with solar cells built inside and window coatings that seem to suck power from the air. Consider solar-powered buildings stretching not just across sunny Southern California, but through China and India and Kenya as well, because even in those countries, going solar will be cheaper than burning coal. That's the promise of thin-film solar cells: solar power that's ubiquitous because it's cheap. The basic technology has been around for decades, but this year, Silicon Valley–based Nanosolar created the manufacturing technology that could make that promise a reality.

The company produces its PowerSheet solar cells with printing-press-style machines that set down a layer of solar-absorbing nano-ink onto metal sheets as thin as aluminum foil, so the panels can be made for about a tenth of what current panels cost and at a rate of several hundred feet per minute. With backing from Google's founders and $20 million from the U.S. Department of Energy, Nanosolar's first commercial cells rolled off the presses this year.

Cost has always been one of solar's biggest problems. Traditional solar cells require silicon, and silicon is an expensive commodity (exacerbated currently by a global silicon shortage). What's more, says Peter Harrop, chairman of electronics consulting firm IDTechEx, "it has to be put on glass, so it's heavy, dangerous, expensive to ship and expensive to install because it has to be mounted." And up to 70 percent of the silicon gets wasted in the manufacturing process. That means even the cheapest solar panels cost about $3 per watt of energy they go on to produce. To compete with coal, that figure has to shrink to just $1 per watt.

Nanosolar's cells use no silicon, and the company's manufacturing process allows it to create cells that are as efficient as most commercial cells for as little as 30 cents a watt. "You're talking about printing rolls of the stuff—printing it on the roofs of 18-wheeler trailers, printing it on garages, printing it wherever you want it," says Dan Kammen, founding director of the Renewable and Appropriate Energy Laboratory at the University of California at Berkeley. "It really is quite a big deal in terms of altering the way we think about solar and in inherently altering the economics of solar."

In San Jose, Nanosolar has built what will soon be the world's largest solar-panel manufacturing facility. CEO Martin Roscheisen claims that once full production starts early next year, it will create 430 megawatts' worth of solar cells a year—more than the combined total of every other solar plant in the U.S. The first 100,000 cells will be shipped to Europe, where a consortium will be building a 1.4-megawatt power plant next year.

Right now, the biggest question for Nanosolar is not if its products can work, but rather if it can make enough of them. California, for instance, recently launched the Million Solar Roofs initiative, which will provide tax breaks and rebates to encourage the installation of 100,000 solar roofs per year, every year, for 10 consecutive years (the state currently has 30,000 solar roofs). The company is ready for the solar boom. "Most important," Harrop says, "Nanosolar is putting down factories instead of blathering to the press and doing endless experiments. These guys are getting on with it, and that is impressive." nanosolar.com —MICHAEL MOYER

Well folks...

Again, we are told (formally, this time) that the "total" HURON (Measure "B") REPORT is

1.  The November 24, 2008 Solar Plan (issued by the Mayor)
2.  The Contract between DWP & HURON - 12 pages
3.  The HURON Power Point-type document - the 22 page thing we al have, already.

"There is NOTHING MORE."

... and it will cost $ 2.61 (and I have written a check to DWP) to get a copy of the CONTRACT (We should all have and read the other two documents)

I have the CONTRACT (Purchase Order #49052 9), now.  DWP paid (or will pay) up to      $ 140,000 to HURON to

PHASE 1:  REVIEW OF ASSUMPTIONS:

"HURON WILL REVIEW KEY INPUTS AND ASSUMPTIONS USED BY LADWP REGARDING THE SOLAR LA PLAN AND WILL MAKE RECOMMENDATIONS REGARDING CHANGES TO ASSUMPTION AS APPROPRIATE.  HURON WILL USE THE FOLLOWING CRITERIA TO DEVELOP ITS RECOMMENDATIONS.
    * ASSUMPTIONS BASIS
    * MODELING LOGIC
    * UNCERTAINTY IMPACT
    * SCENARIO SELECTION
    * VALUE METRIC VARIANCE".

PHASE 2:  PREPARATION OF INDEPENDENT REPORT:

"HURON WILL PREPARE A PRESENTATION STYLE (ms powerpoint) EXECUTIVE PRESENTATION AS WELL AS A PRESENTATION STYLE (ms powerpoint) DETAILED REPORT CONTAINING SUPPORTING OBSERVATIONS AND ANALYSIS."

PHASE 3:  EXPERT TESTIMONY:

"HURON WILL BE PREPARED TO SPONSOR INDEPENDENT TESTIMONY, IF REQUIRED, FOLLOWING THE COMPLETION OF THIS PROJECT."

That's what DWP asked for.  DWP receive only a Powerpoint summary on Measure "B."

Where is the rest of the SOLAR LA evaluation?
Apparently, DWP has not received, does not have or has not made available to the Public what DWP contracted to get....

1.  Where is the analysis or analytic methods report implied in Phase 1?

2.  The Phase 2 Powerpoint is certainly NOT a "detailed report ...(with)...supporting observations and analysis" and it discusses only Measure "B" but not the rest of the SOLAR LA PLAN.

3.  We have not yet seen or heard (because DWP and the DWP Board of Commissioners has not asked for) any "expert testimony" (Phase 3) to provide the expected details and support the findings in the report.

4.  They paid a lot (? up to $ 140,000 ?) and got very little ... That's not good business.

5.  HURON says they spent 450 hours, interviewed 150 sources and ran 10,000 computer simulations.  This suggests that DWP paid about $ 300 per hour to get 22 thin pages of response.

6.  DWP said they only wanted Measure "B" but the contract said (all of) the SOLAR PLAN.  It looks like DWP paid for a "low ball" estimate of the Measure B costs ... That's not good PR.

7.  There must be a lot more somewhere.  Withholding it is unnecessary and flagrant deception.  Following DWP's recommendation, I have called HURON (no call back, yet) ...

8.  It still sounds like DWP didn't develop their own (in house) cost analysis ... but DWP
did!!!! ... It is in their report to the L.A. Council attached to CF #08-2795 ... and DWP
came up with the same $ 3 BILLION cost that they rejected from PA Consulting.

If there is more (and I believe there must be ... (DWP couldn't be THAT incompetent) ...

1. We, the Public, are certainly being bamboozled.
2. There should be an Independent Rate Payer's Advocate ... paid for by but independent
the influence of DWP ... or ...activated by us, the DWP Committee members, "for free."
3. In any case ... we should get all the information ...

As you can see from the "Nanosolar" email...

YES ... technology is changing, very fast

...  Solar panels (silicon and non-silicon) are being produced for less and less

...  Installation costs will decrease once workers become skilled in the process
(but this will only benefit the entire L.A. economy when these installation
workers are in the L.A. City employers ... not just in the DWP's employ.)

So...we keep on asking...we keep on speaking out ... we keep on trying.

With Love,

Daniel Wiseman

Thanks for the vote of confidence, but I think Dan's got the answer by
now--a 12 page contract that should outline the scope of work. Cost should
be $2.20. For $100-150,000 one would hope DWP ratepayers get more value
from Huron than a 22-page power point with remarkably little data. If it
surfaces, it won't be until after the election. But the contract itself
should be revealing.

Charley...

You and I have similar personal experience ... and so does almost everyone.

Our pension plans investment have decreased asset value and decrease income.
Our homes have diminished in their property values.
Many of us have lost our jobs ... the current jobless rate is 10%.
Our government's (I am focused on the L.A. City) Budget shows a severe deficit requiring
either increased taxes and fees or decreased expenses and services...or both.

That is why all of us, including our government electeds and employees have to work together to reestablish a stable and growing economy, again.

Charley...

As always ... it's good to hear from you.

It sounds like I am hearing your wallet talking, this time.

Governor Arnold doesn't need his salary...and already is not taking his salary (before the statewide financial "crisis."

The current State Budget and associated proposals are going to increase our expenses, maybe as much as 10%, anyway.

The BIG problem(s) are...

1.  Almost everyone in the PRIVATE SECTOR IS seeing a decrease in their incomes...and,
traditionally, it is the "civil service" types whose income is secure.

2.  The poorest and most unfortunate of us are loosing our jobs and my idea is an attempt
to see that those more vulnerable people amongst out City Government employees do
NOT lose their jobs and we (the Public) do not lose the benefit of their services.

3.  Our top income City Employees, including all 18 "electeds," 11,000 in total who have
$ 90,000 annual incomes, can sustain themselves with a 10% decrease.  Many of the
people proposed for downsizing would then increase the public's expenses because
they will go on the welfare roles.

4.  A 10% decrease of this 11,000 could reduce our deficit by $ 150 million and that would
save thousands of jobs and retain lots of service.

so.... we are ALL in a mess... we should look to the city origins of the city's problems... and., therefore, ... we should protect the city's services.

Dear Dan,
Your proposal makes as much sense as our Governator forgoing his state salary, then asking legislators to forgo their salaries.  Since Arnold has hundreds of millions of dollars and flies back and forth each day to Sacramento, it really has no impact on his life style.  It would make more sense for Arnold to propose a 100% tax on elected officials salaries both outside and government until the State has a budget.  That way Arnold could also participate in a more meaningful way.
Regarding your proposal to cut City employees salaries by 10%--what a great idea!  Now to be really consistent let's expand your concept to include the income of all Californians.  If all of us had a 10% special tax imposed on our gross income for the duration to this economic downturn, we could all have the pleasure of contributing.  How much would 10% of your gross income help your fellow Californians in getting through this mess?

================================================

Well folks...

This excerpt from Rick Orlov's Daily News column, today, shows that Dennis Zine is really on the ball:
__________________________________________________________

Zine takes lead on pay cut for the City Council
Rick Orlov, Columnist
Updated: 02/23/2009 05:30:45 AM PST

City Councilman Dennis Zine has asked for a 10 percent cut to his $149,159-a-year salary - with the money to be returned to the city's general fund - and may ask the 14 other council members to do the same.

"I think it would be an important gesture to show the public we are aware of how they're hurting and that we are sharing the pain," said Zine, a retired LAPD sergeant.

Needless to say, the proposal hasn't garnered much love toward Zine, who said one colleague visibly blanched at the prospect of a $14,000 pay cut. (NOTE:  I bet that was Mr. Alarcon.  Zine countered, ...) "He was in a different position than me," Zine said. "He's married with kids still at home. I'm single and also get my police pension."

Talk about mixed messages
__________________________________________________________

...now, let's think about it.

1.  Who passed the legislation and administered our programs which costs and future income spiral out of control ... leaving us with a $ 430 million deficit?  SHOULDN'T THEY BE PART OF THE "PAY BACK?"

2.  How much will 15 x $ 14,000 = $ 200,000 buy?  2 more policement? 2 more firemen? one refurbished swimming pool?  DON'T WE NEED EVERY PENNY WE CAN MUSTER?

3.  Most of the City Councilmembers have additional income ... like Mr. Zine from former employers (police department, State Assembly, etc.) ... and I can only hope that those with children to raise and college tuitions to pay have been saving for those expenses already.

4.  How about the rest (approximately 11,000) of our City employees (elected and appointed) who make over $9,000?  A 10% decrease in their base salaries would produce $ about $ 150million.  That would help us save the jobs of and continue the services produced by lower-paid employees, the ones who DO the construction work, FILL out the forms, COLLECT the taxes, PROTECT & SERVE and FILE the files.

The NEIGHBORHOOD COUNCIL's BUDGET PROCESS is now in high gear.

What are YOUR ideas to help meet our city's responsibilities and, at the same time, not overspend our estimated income?  The attached has some of mine.

Measure B / Proposition B was brought to the City Council in October 2008 at the urging of Brian D'Arcy, the President of the IBEW 18. Brian D'Arcy has been blocking the installation of solar for a number of years. Their union, according to the PA Consulting Report, cannot keep up with the existing LADWP work which includes not only transmission of power from outside of the state, inside the state, the infrastructure of energy in Los Angeles, but also our water supply.

David Freeman, the previous general manager of the LADWP knew more than a year ago that the LADWP was creating a large alternative energy plan. He knew that this initiative would go to the voters. He knew that they would all want "solar energy". Yet the LADWP did not tell the LADWP MOU (Memorandum of Understanding) Committee of their plan to take this to the voters.

As October came along, and our Mayor gave his Budget to the City and to the Neighborhood Council system, he knew that we were facing 10% unemployment. He wanted to be reelected - he wants to be seen as "green". The IBEW is the Mayor's biggest financial supporter. So he agreed to rush this 400 MW plan onto the ballot that would give the IBEW the right to be the only installers of the 400 MW program. He told people that there would be job training programs, but he did not tell them that they would need the equivalent of an AA Degree to get into the programs.

What people in the community are not aware of is that we have a City Charter that puts the Neighborhood Council system as an advisory body to the City Council. And the Neighborhood Council system is not unlike Congress. We are elected representatives and we represent the people. We are the people that you are supposed to take your concerns to for local issues. We are the watchdogs of the City government.

Therefore, what the City Council did by passing the Neighborhood Council system and in rushing this onto the ballot without running it through two Neighborhood Council systems - one that is the actual Neighborhood Council full boards who would vote and advise, and the other, the LADWP MOU that meets regularly with the LADWP, this was the equivalent of a "Bush Executive Order."

You would not want Congress to vote on the Federal Stimulus Package without input from the many groups that so desperately need help. In turn, we do not want the City Council to give the LADWP a "Blank Check."

At a hearing of the City Council's "Energy and Environmental Committee" about a week ago, City Councilman Cardenas asked the LADWP if they could name one LADWP project that came in on time or within its budget. And we are still waiting for the name of that project.

The facts are simple - solar energy is not free - it requires the use of solar technology. The types of material that are used will have an effect on their cost. As the demand goes up, the prices will potentially go up - take a look at what happens during the summer and everyone wants to drive - where do the prices of a gallon of gas go when the demand is increased?  Funny how the prices always go down close to an election. The largest solar photovoltaic cell company is being built in China. And David Nahai of the LADWP has never denied that solar cells could come from China. In fact, he has told me that they do import generators and other components from China. He has told me that they inspect the factories and materials in China before they are shipped here. And my guess that his answers to my questions are on tape From the January  LADWP meeting.

The Huron Report speaks of "thin film technology". This is a less expensive material, it can be "Made in the USA". The problem is - the companies that are in the U.S. are exporting it to Spain. Other companies like Nano Solar in California cannot keep up with demand - most of these companies are backlogged for three years. So where do we get the solar materials from?

President Eric Garcetti of the Los Angeles City Council is a big Obama supporter. At the time this was on the agenda, he was intensely involved with the November 4th election. He requested that PA Consulting who was doing a 5 year study on the LADWP rush him an "Executive Summary". But he was so busy, he asked someone to read it and create about 13 bullet points. He did not tell the other members of the City Council that PA Consulting had said that the "Solar Plan" was risky. ( By the way, President Garcetti knows me very well, and we agree to disagree on the ballot issue).

When the Pros and Cons for the ballot measure now known as Proposition B or Measure B were written, the Mayor signed as a Proponent. Mitchell Schwartz, the California head of the Obama campaign, and the President of the Los Angeles League of Conservation Voters, also signed on to "Yes on Measure B."

You must understand that I know Mitchell Schwartz as well. I was at the Barack Obama party on election night with a personal invitation from Mitchell. So this is just politics - I absolutely hate it - Mitchell is a very very nice guy.

Mitchell, who is a friend of the Mayor, agreed to be named in a lawsuit against the "No on Measure B" people. Those people are now known as the "Solar 8".

The "Solar 8" are Jack Humphreville, Nick Patsaouras, Dr. Soledad Garcia, Ron Kaye, Humberto Camacho, James O"Sullivan, Christine Lee, Joyce Dillard, DeDe Audet, and Bill Ring.(See page 30 of your Voter's Information Pamphlet.)

When the "Solar 8" were sued, they went to numerous attorneys in the City for help. It was just days before Christmas/ Hanukkah, and the person who jumped in and said that he would help was Noel Weiss.

On January 8, 2009, the Solar 8 went to trial. Mitchell Schwartz did not appear in court. And the Judge ruled that only 4 words must be removed from the "No on Measure B" language.

So last night we were expecting Jack Humphreyville the DWP Rate Payer Advocate to be at our meeting. But his father just passed away. Instead, we had a member of the LADWP MOU committee there - Dr. Daniel Wiseman, a retired pediatrician who is well versed in the City Government, the LADWP, and the health risks of emissions and toxic materials.

Dr. Wiseman tried to explain to you that the $100,000 Huron Report is only a Power Point presentation paid for by the LADWP. It says that the cost is about $1.5 billion dollars for 1.5 million people. The LADWP says that will will only cost the rate payers $1.00 a month more. The PA Consulting Report  (which I am told cost the City about $800,000, and a previously hidden report by the LADWP), stated that the cost is more likely to be $3.5 billion to $4 billion.

City Controller Laura Chick has reviewed the PA Consulting (IEA) full report - 223 pages. She states: "I will be voting no on Measure B because I think the entire process of how it ended up on the ballot stinks."

As Councilmen Smith and Zine began hearing that they had not been made privy to all of the reports, they withdrew any support for "Measure B." Council member Bill Rosendahl says that he still doesn't know what way to go.

The LADWP will have to issue bonds and find investors. In these hard times, the banks are hesitant to make loans. The LADWP is owned by the City of Los Angeles. That is what makes our prices more stable than other entities. Right now we get a lot of our energy from out of state from coal. But by State law, we will have to stop importing energy from coal when our existing contracts run out.

We do not want another ENRON. We do not want an entity to come in and fund the $3-4 billion 400 MW program and then increase our costs because they need to make a profit.

The money for the implementation of alternative energy should come from the federal stimulus package.

We will be taxed at the federal level to cover the currently $800 billion federal stimulus package. We will be taxed at the State level because our Governor is also trying to build transmission lines to the areas in California where there is a potential for solar, geothermal, and wind energy.

And we will pay a high premium if we do not "VOTE NO ON MEASURE B" because the LADWP has not signed any contracts yet and we do not know what it will cost to implement this 400 MW plan.

This will be the largest solar plan in U.S. history. And we do not know its costs. SCE recently signed an agreement to build the largest solar thermal facility in the U.S. in the desert. But solar thermal energy is cheaper than the 400 MW "Measure B" plan.

Solar energy will not make the air in Los Angeles any cleaner. The only thing that will make the air cleaner is the removal of power plants or other companies or vehicles that pollute the air in Los Angeles. One of the greatest sources of pollution in Los Angeles is the Port of Los Angeles. So if we import any of our materials with heavy fossil fueled ships, we will actually increase the air pollution in the Los Angeles Harbor area.

We all want solar energy. We want jobs for everyone. We want the jobs to be in the City of Los Angeles if possible. We just want accountability before we sign the contract - just as you would if you were installing solar on your own home. You would want to know what the rebates are. The LADWP does not qualify for REBATES. That is why they want to sell the whole program to outside investors - to get the rebates - with the idea of buying it back from the investors over time.
It sounds like one of the "pyramid" schemes that we just saw happen on Wall Street to me.

Remember that Judge Yaffe for the Solar 8 trial stated:
" "The proposition is so vague and so encompassing that speculation about just about anything is fair game," he said."

http://www.latimes.com/news/local/la-me-solar9-2009jan09,0,7894112.story

I guess I should end this as James Unger started his speech:"I am a Democrat".
And finally I will end it as Sue stated: " This is a nonpartisan issue".

I hope that I hit every point. If I did not, feel free to email me.

COUNCILMAN SMITH'S WEEKLY BRIEFING Feb. 20

Feb. 20, 2009

Email Councilmember.Smith@lacity.org to request official City services or information, and please include your address.

Reports from Our Staff
In an effort to familiarize our community with the Council District 12 staff, our newsletter features regular updates from staff members on current projects.

RECENT LEGISLATION - Helping Residents & Businesses Conserve Water During the Drought...
We introduced a motion Wednesday, February 18, that would offer homeowners and businesses rebates for installing devices that automatically adjust sprinkler watering levels based on weather conditions to conserve water during the drought.

The Los Angeles region is suffering a severe drought plus water supply shortages. The Eastern Sierra snowpack, which supplies 35% of the City's water, is at its lowest levels in years. The City's water supplies from the Metropolitan Water District (MWD) have also been significantly reduced because of lower water levels in the Colorado River Aqueduct and because of lawsuits to protect the endangered Delta Smelt in Northern California.

Approximately 40% of water use in L.A. is for irrigation of lawns and gardens. That water is wasted if sprinklers are running while it rains. Our motion would offer full rebates from the Department of Water and Power to residents or businesses that install sprinkler controllers that adjust watering levels based on satellite information or moisture levels in the ground.

The motion would also require the devices at all City-owned properties and asks CalTrans to report on use of DWP water on medians and landscaped freeway embankments within the City.

Fighting Graffiti Blight in Our Community...
We have allocated an additional $30,000 out of our office's budget to pay for graffiti removal service in our District.

For the last three years, we have been putting additional funds toward graffiti abatement above what is budgeted each year for our area. We also organize several volunteer community clean-up efforts every year that include graffiti removal from public places.

It is our office policy to fight graffiti quickly and agressively. Graffiti is a very serious problem - it diminishes the quality of life in our community and makes people feel threatened. It cheapens and degrades the neighborhoods that we all work so hard to keep clean, safe and attractive.

We work very closely with West Valley Alliance, our contractor that removes graffiti in our District, and graffiti is usually removed in 24 to 48 hours. You can report graffiti to our office, or for fastest results, you can report specific locations directly to West Valley Alliance by calling (818) 885-8885 or emailing wvalleyalliance@sbcglobal.net.
