South Pasadena Unified School District Special Parcel Tax Election
OVERVIEW
The Registrar-Recorder/County Clerk (RR/CC) will be conducting the South Pasadena Unified School District Special Parcel Tax Election on June 16, 2009. The purpose of the election is for voters in the South Pasadena Unified School District to vote Yes or No on whether to levy an annual special tax for four years (see complete measure text on Page 2). The election is being conducted as a special Vote by Mail election.
The RR/CC has established a satellite ballot drop off location to be in operation on Election Day. The drop-off location is provided for the convenience of voters. Voters in the district who did not have an opportunity to mail back their Vote by Mail ballot can use this location to drop-off their voted ballot, as opposed to RR/CC Headquarters in Norwalk:

Note: This is not a voting location. RR/CC staff will be on hand to accept voted ballots only. A secured ballot box will be available to house the ballots dropped off by voters. After 8:00 p.m., RR/CC staff will secure the ballot box and deliver it with the voted ballot box to the RR/CC Headquarters.

ALL MAIL BALLOT ELECTION
All eligible registered voters in the district were automatically mailed Official Vote by Mail ballots and Sample Ballot booklets. Voters may also access Sample Ballot contents interactively on the RR/CC website www.lavote.net and clicking View Sample Ballot in the Online Services box of the main page.
Deadline for voted ballots to be received by the RR/CC: Tuesday, June 16th, by 8:00 p.m.
NOTE: To be counted, voters must return their voted ballots by mail with sufficient time for delivery to the RR/CC by 8 p.m. on June 16th (postmarks are not acceptable), or in person to the RR/CC Headquarters, 12400 Imperial Hwy., Norwalk, CA 90650, or dropped at the satellite ballot drop off location - So. Pasadena City Hall – Council Chambers, 1414 Mission Street, So. Pasadena, CA 91030, no later than 8 p.m. on June 16th.
Replacement Ballots – If voters damage or lose their ballot, a replacement ballot may be requested by contacting the Vote by Mail Unit at (562) 466-1323, weekdays, between the hours of 8 a.m. and 5 p.m., or in person at the RR/CC Headquarters, 12400 Imperial Hwy., Norwalk, CA 90650, prior to Election Day.

MEASURE TEXT APPEARING ON THE BALLOT
S – SOUTH PASADENA UNIFIED SCHOOL DISTRICT SPECIAL ELECTION. To offset severe cuts in State funding for schools and protect the quality of education; to help prevent teacher layoffs, class size increases, and cuts including libraries, arts, music, and classroom academics, shall the South Pasadena Unified School District levy an annual special tax for four years at $95/unit in multi-unit parcels and $288 for other parcels, with a senior exemption; independent, citizens oversight committee; no funds for administrator salaries; and with every dollar staying in South Pasadena schools?

VOTES REQUIRED TO PASS MEASURE
Passage of the measure requires 2/3 of the total votes cast.
BALLOTS AND VOTING SYSTEM
All voting will take place using InkaVote ballots. All ballots will be centrally tabulated at RR/CC Headquarters, 12400 Imperial Hwy., Norwalk 90650.
SEMI-OFFICIAL ELECTION RESULTS ON 6/16
On Election Night, semi-official election results will be available by:
1) Calling the RR/CC at the telephone numbers listed below, up until all Vote by Mail
ballots that were pre-processed and signature verified are counted; and
2) Accessing the Internet at the RR/CC website listed below:

Semi-official election results may be available at approximately 8:30 p.m. As needed, updated cumulative results will be available and posted on the RR/CC website.
All ballots cannot be counted on election night. Election night results are always semi-official. Additional ballots are counted in the days/weeks following the election including:
1) Vote by Mail ballots received through the mail and at polling places, or the RR/CC office, on Election Day. Vote by Mail ballots must be individually signature-verified and then opened prior to tabulation;
2) Provisional ballots cast at the RR/CC by persons whose eligibility to vote cannot immediately be verified. Provisional ballots must be individually researched to determine eligibility; and
3) Damaged ballots that the RR/CC is unable to process through the election tally equipment and must be duplicated in order to re-process.

FINAL OFFICIAL ELECTION RESULTS
The canvass of election returns shall commence no later than the first Thursday following the election. (June 18th). (E.C. §§ 10547 & 15301)
The official canvass must be completed by the elections official within 28 days of the election. The legal deadline for the County Elections Official to certify the election results is July 14, 2009. (E.C. § 15372)
NOTE: On Friday, June 26, 2009, the RR/CC is tentatively scheduled to certify the election results. On Tuesday, June 30, 2009, the Board of Supervisors is scheduled to declare the election results official. (E.C. § 15501)
