Board honors Westchester High School Comets basketball program, which recently won its fifth State Division I Basketball Championship.

 

Update to be given on transition to new County Medical Center.  (Item S-1, 11 a.m.)

 

Status report scheduled on state budget impact.  (Item S-2, 11:30 a.m.)

 

Board asked to declare the 300-unit Ujima Village affordable housing complex in Willowbrook blighted due to soil and building conditions, approve relocation plan for tenants, and authorize eviction of tenants who do not move within 90 days.   (Item 1-H)

 

Supervisors Gloria Molina and Zev Yaroslavsky recommend making the Department of Children and Family Services responsible for monitoring group homes; the function had been transferred from DCFS to the Auditor-Controller after a critical 1996-97 Grand Jury report.  (Item 3)

 

Recommendation calls for opposing legislation that would exempt the Southern California Air Quality Management District from requirements of the California Environmental Quality Act.  (Item 4)

 

Recognizing a potential conflict of interest by County Counsel representing both departments and the Civil Service Commission in cases being heard by the commission, report requested on the best approach to provide legal representation to Civil Service Commission.   (Item 5)

 

Supervisor Mark Ridley-Thomas asks establishment by July of  program to create benefit assessment districts that allow property owners to finance energy efficiency upgrades. (Item 7)

 

Proposal would request federal government to provide direct vouchers for housing for homeless veterans to the County Housing Authority.  (Item 9)

 

Supervisor Don Knabe asks Board to oppose federal proposal to end future purchases of  C-17 Globemaser III transport jets, which are manufactured in Long Beach, providing 5,000 local jobs.  (Item 10)

 

Proposal calls for developing a child wellness policy to counter the child obesity epidemic, including dealing with use of psychotropic medications causing weight gain. (Item 11)

 

$933,000 pilot projects would provide housing and services to 70 of the most vulnerable, chronically homeless individuals living in San Fernando Valley and Venice.  (Item 18)

 

$85,000 donation of services would improve housing areas for horses at the Agoura, Baldwin Park and Castaic animal shelters, and install misting system at the Baldwin Park Animal Shelter. (Item 25)

 

Supervisors asked to approve $467,580 to hire architect/engineer to develop plans for the protective storage and potential reuse of the historic LAC+USC Medical Center General Hospital.  (Item 31)

 

$1.3 million hike in engineering support services requested for $88.5 million seismic rehabilitation of the Big Tujunga Dam and modification of the spillway.  (Item 33)

 

Acceptance of $250,000 grant would provide more funding for rebate program for installation of water-efficient toilets and washing machines, and new rebate program to replace high-water-use lawns.  (Item 37)

 

Public hearing scheduled on progress the County has made in implementing the housing element of the General Plan.   (Item 41)

 

Board asked to approve donating surplus safety equipment from Sheriff’s Department to outfit poorly equipped Royal Thai Police to assist in counter-terrorism effort.  (Item 43)

 

$1.1 million settlement proposed in lawsuit alleging employees of the Registrar-Recorder/County Clerk’s Office were subjected to discrimination and retaliation by former department head Conny McCormack. (Item 46)

 

Board in closed session discusses federal lawsuit alleging failure to adequately provide for foster care children.   (Item CS-2)

 

Board in closed session considers candidates for executive director of  the Community Development Commission.  (Item CS-5)
