Antonovich MOTION SUPPORTS FEDERAL EFFORT TO

ENSURE DISABLED HAVE ALTERNATIVES FOR LONG TERM CARE

LOS ANGELES COUNTY – To provide freedom of choice for disabled individuals, Supervisor Michael D. Antonovich’s motion supporting federal legislation that allows them to choose home-based care as an alternative to nursing homes or institutions was unanimously approved by the Board of Supervisors.

The Community Choice Act (H.R. 1670 and Senate Bill 683) would establish a nationwide standard of coverage under Medicaid or community-based attendant care for long-term care patients of all ages, and would make available enhanced federal matching funds for those states, such as California, that have already implemented this innovative approach to care.

“Having the money follow the patient provides greater freedom of choice for the two million Americans currently living in nursing homes receiving full-time attendant care,” said Antonovich.   “For states including California, the Community Choice Act recognizes the work that has been done already in the In-Home Supportive Services program and would make this program permanent -- allowing patients to stay in their homes while still receiving necessary daily care.”

Providing a national model that provides alternatives to institutional long-term care, California’s program has successfully provided consumer-directed, in-home services since the early 1970’s.

The Board of Supervisors will send a five signature letter to the County’s Congressional Delegation and key Committee members in support of the legislation.
