WHY: The ramifications of AB 32, the Global Warming Solutions Act of 2006 authored by Assembly Speaker Fabian Nuñez and Assembly Member Fran Pavley and signed by Governor Arnold Schwarzenegger, will far-reaching for all Californians in early 2009.
