Abortion and Parental Notification: Prop 4

In 2006 and 2005 there were propositions on the ballot that sought to amend the California constitution to require a waiting period and parental notification for minors seeking abortions. This year the basic outline of the amendment appears again as Prop. 4. Will the fact of a Presidential election change the dynamic of who turns out to vote and the chances it has of passing? And what will be the impact of having the gay marriage ban on the same ballot in energizing the base of socially conservative, anti-abortion voters?
